On October 29, the Jammu and Kashmir Legislative Assembly will discuss seven Private Members’ Resolutions out of 55 submitted by legislators during the current autumn session. The resolutions tackle critical issues, including relief for families affected by flash floods and land allotment for those who lost their properties.
Official sources revealed that the Bharatiya Janata Party (BJP) submitted the most resolutions, with three selected for discussion, followed by the National Conference (NC) with two, and one each from the Congress and an independent legislator.
One significant resolution proposed by BJP MLA Pawan Kumar Gupta from Udhampur West calls for immediate government intervention for flood and landslide victims. Gupta’s resolution specifically asks for assistance from the Union Government through the National Disaster Relief Fund (NDRF). It emphasizes, “This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families.”
Another poignant proposal from Gupta includes a request for 10 marlas of land to be allotted to families who lost their property in the devastating floods of August 2025. This resolution, listed at Serial No. 7, aims to facilitate the construction of houses and cattle sheds for these affected families.
Additionally, NC’s Ajaz Jan, representing Poonch, has moved a resolution focusing on the regularization of daily wagers employed in various government departments. This proposal advocates for a transparent eligibility framework that incorporates both service duration and performance indicators, placed at Serial No. 6.
Moreover, NC legislator Dr. Syed Bashir Ahmed Shah (Veeri) has suggested a resolution to create job opportunities for youth in the public and private sectors, stressing the importance of promoting agro-based industries as a sustainable solution for employment.
At the forefront, Serial No. 1 presents the resolution by Congress MLA Nizam-ud-Din Bhat, who calls for the establishment of a National Law University in Srinagar. Bhat asserted, “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided.”
Furthermore, BJP MLA Rajeev Kumar Bhagat from Bishnah introduced a resolution (Serial No. 4) to revitalize irrigation infrastructure across the Union Territory. This resolution urges the government to restore canal networks, which are essential for providing sustainable irrigation water to agricultural lands.
The Independent MLA from Thannamandi in Rajouri district has also tabled a resolution regarding the implementation of Jammu and Kashmir Panchayati Raj Rules, listed at Serial No. 5. It states, “This House resolves to implement Rule 49 of the J&K Panchayati Raj Rules, 1996, which stipulates that no contractor should be allotted works up to ₹3 lakh, which must be executed through Halqa Panchayats.”
The Jammu and Kashmir Assembly, convened on October 23, initially focused on obituary references. Following a recess from October 24 to 26, the House will reconvene, with discussions on Private Members’ Resolutions set for Wednesday, October 29. This autumn session is expected to conclude on Friday.
Notably, none of the three People’s Democratic Party (PDP) MLAs had their resolutions selected for this discussion.
